Shreveport City Ordinance 62-27 requires a SPAR permit for use of city facilities. This ordinance has NO penalties for violations.
The recent Humor and Huntington party at the Red River District was NOT permitted.
If a permit has been applied for and approved, there would have been requirements for security, liability insurance and other key public safety matters.
The promoters avoided all the additional costs that “law abiding” organizations and individuals comply with when using public facilities such as the Red River District.
The City of Shreveport had potential liability exposure from this event which drew a large crowd, featured live music and open alcohol consumption. This was a recipe for disaster much like the recent gathering in Allendale where a mass shooting killed two and injured at least six.
Unless the City takes prompt action to amend to provide fines for events like this party more will continue with the possibility of more violence. Fines and prohibitions for future use of public facilities is certainly a needed measure. Additionally proactive efforts by law enforcement to identify such events early on will allow for appropriate measures to prevent these gatherings before they get started.
